Confederacy of the Scale

A D&D Campaign Setting

Signed several centuries ago, the Confederacy of the Scale is a multinational pact. The treaty establishes an outline of operations for the ownership and record-keeping of Enclaves, as well as penalties, teleportation etiquette, and several miscellaneous trade clauses.

The Kingdom of Turath, another Reptilian-dominated country, rebuffed Marran pressure to sign the treaty due to long-standing grievances. Fiercely protective of their Enclaves' secrets, the Desert Wars that resulted from Vaumark's attempts to force the regulations upon Turath killed tens of thousands and enveloped the capital, Bael, in a massive hellgate.

Purpose

Sigil’s legacy is proudly claimed by the reptilian races. Although the nations established themselves independently and have frequent conflict, they discovered similarities in their shared culture honoring the Fallen Empire. The Kingdom, the Marran Empire, and the various city-states of Tiban have signed a pact between themselves and the Archeralds’ guild, protecting their shared history and claiming its lost secrets. Whenever an Enclave is unearthed, it becomes the rightful property of the discoverer, granting them nobility within their nation. First, however, the archeralds are granted the right to document all contents.

The teleportation circles found within many Enclaves are reason enough for their value. These massive portals, powered by red or blue Fahrstone, allow for instantaneous transport between connected cities. The three largest known, which are continuously operational, can be found in Vaumark, Zantaashi, and Arkhosia.

Free States of Tiban

The Tibanese are largely dragonborn who emerged upon the plateau some thousands of years ago. Since then, they have spread and established large, independent cities within the region and even beyond. Under the Confederacy, each new state that wishes its independence recognized must sign the treaty and grant rights Archeralds’ guild, as most cities are founded upon pieces of the Ancient City. Arkhosia, the greatest Enclave yet discovered, lies by a lake on the Tiban Plateau.

The Holy Kingdom of Zantaashi

Centered around the ancient vineyards in the murky mirelands. They hold that it is their duty to restore the karmic balance to the world. The Kingdom has had a much smaller diplomatic presence than the other two reptilian groups since the signing of the treaty. Their alcoholic beverages are the best in the world.

Marran Empire

The harbor of Sigil is the heart of the Marran Empire. An oligarchy, wealth and knowledge are king here. Built upon the remains of several ancient kingdoms, their cities are now connected by massive canals and rivers within the underdark.


Conflicts

War of the Dragon

The militaristic fervor of the Zantaashi led to an invasion attempt on Arkhosia and several other city-states in order to claim Enclaves. Driven off, the war ultimately resulted in Marran involvement and culminated in the Treaty.
