The quest to find Banikon's treasure, steal a loved one back from death, or find a new, faster route through the underdark are an ageles source of inspiration in Mondevai. Heroes and explorators have long sailed and delved deep below the surface. Some have been said to have returned, others never seen again.

Organization
The Marran Empire is ruled by the lord oligarch, a de facto CEO of the empire, who controls all government assets and signs off law for the empire. This is a life appointment made by the High Council (three houses made of Counts, Excludés, and purchased positions, respectively) and only removable by death or unanimous vote. From the lord oligarch and council are derived the powers of the nobility, who are granted land or the potential rule of an area or border and total autonomy within those lands save for duty to liege lords.

The major cities of the Empire are the capital and five county seats. The rulers of these lands are hereditary houses with enormous wealth and influence.

----

Politics
The nobility of the empire are separated into two dominant groups: the land owners (counts, barons, and baronets) and the tariff holders (excludés and excludéts). Additionally, many untitled children of nobles find station with the Tri-Cartel Blanche and Cosmic Church.
*The land owners are first divided into great counties. These five areas are essential autocratic and have full ability to promote barons within their lands. Any number of barons may fill the lands of a county, but currently the national average is around a dozen.
*Baronets, on the other hand, are titled imperially. Upon claim of an enclave, the lands surrounding it are given into the hands of the citizen. These new nobility remain subservient to their Counts in both arms and taxes but have heredity rights to the land for so long as that enclave remains within it and they allow Archeralds free access (within reason).
*The Excludés are an archaic system of nobility that gives regulation of all commerce across a border to a certain position. These men and women form the lower house of nobles, but are still fabulously wealthy. Both overland and underdark routes are controlled by this faction, all directly appointed by the Lord Oligarch.
*There are 14 sitting Excludés, who distribute their power among five Excludéts apiece. They hold no official land save their estates on borders and within Vaumark itself. The 14th Excludé, officially responsible for commerce below Vaumark, also is charged with resolving disputes between the branches of nobility.

After the Desert Wars, Sirric and Urric clergy have fallen drastically out of favor in the Empire. To fill the Confederacy requirements, the priests of the relatively isolationist Hlynnites have become increasingly popular in the western cities.

----

Counties
Marran lands typically follow a basic suffix naming scheme. The capital, Vaumark, ends in '-rk'. County names are capped with '-rch'. Cities that have been incorporated (in a business sense) are suffixed '-rr'. Colonies, towns, or other establishments end in '-rl'. Most large cities are all located near to an Uplift or Downfall to facilitate trade.

;Vaumark
:The capital of the Marran Empire, seat of the oligarchy, port of the Verogods, Shipwright of Sigil, self-proclaimed New City of Portals, etc., etc.

;Albermarch
:The second largest city of the empire, as well as a massive naval port. Located in a massive natural pit, a huge fey cherry tree grows in the middle. Many underground cities surround an enormous underground lake. The over-county itself is largely untamed forests, foothills, rivers, and elven towns.

;Tamarch
:A county mostly in the mountains, Tamarch mines the majority of Fahrstone within the empire. The hub of the miners' guild is found within the city of Tamarr. The city has slowly grown to enormous size around (and in) a Fahrstone quarry.

;Isamarch
:The smallest county, but has the most prominent oversea ports in the empire. The commercial shipwright here provides most of the non-military ships to the empire.

;Arginmarch
:Wandering island archipelago that appeared in a shift. Large silver mines. Incorporated soon after when the island's position appeared stabilized. The last stop on the way to the unknown ocean.

;Souzamarch
:Southern lands good for grain and grove migration. The capital is a delta city. While Isamarr has structured brass orchestras, Souzamarr is famous for its street bands and revelrous atmosphere.

;Unclaimed Western Territory
:The Empire claims most of the mountains to its West, all the way to the Corrolt Desert. In reality, very little news travels beyond the borders of Isamarch and Tamarch. The few baronets such as Vegemarl in the west are free to exert their power however they see fit, with decade-long gaps in imperial attention.

----

Baronetcies
;Thundermarl
:U - Once a dwarven city in Tiban, it was captured for its fertile surrounding fields.

;Vegemarl
:D - Westernmost Marran colony of appreciable size. Significant dwarven presence and trade.

;Vestimarl
:U - A failed colony on the shores of a lake beneath Haelink. No word has been heard from the colony since soon after its founding.

;...others...

----

Caffeine Prohibition
Caffeinated beverages are prohibited in the Marran Empire. Once popular and fashionable throughout the cities, they were labeled dangerous after the discovery of wizardry: caffeine is an explosive radical to arcane casters, and causes the most basic of spells to go drastically awry.

Many cultures have historical documents telling of great kings, mighty heroes, and ominous evils. These records and figures are often difficult to verify, but their prevalence – especially in a magical and mysterious world – is heavy and their existence still believe. Figures here are listed by their name, their primary believers, and the likely origin.

Verogods
The divine, solar, demonic, or demigod powers in the world, depending on who you ask. While most religions acknowledge their existence and immortality, beliefs vary on origins, motivations, and powers.

Vai
Often as a mother goddess, a progenitor, or the world itself. By the Cosmics, she is sometimes seen as a fallen angel with a general sense of goodness. To the Átheists she’s seen as the spirit of the waters.

Fahr
An ancient word for the sun. When treated as an immortal entity, Fahr is a vengeful but honest angel who protects Vai from darkness. Sometimes, the sun is viewed as the embodiment of Hell.

Nemo
Nemo does not receive much veneration in the world, but rather a subtle respect from law enforcement. He’s seen as an unchangeable, inextinguishable source of purity and justice or as a mire of despair and blackness from which the unholy cannot escape. To others, he’s considered an avenging angel.

Banikon
The ancient emperor of a world-spanning nation. What happened to him after the destruction of the nation is contested. Commonly, he’s believed (by Cosmic, Stevens, Sylvans, and more) to sit at the center of the world, either judging the souls of the dead or serving penance for his crimes.

Hlyn
A daughter of the Emperor and one of his mightiest generals. Many Tibanese consider her to be the progenitor of the Dragonborn race. Cosmics revere here as a protector or the people and the patron of percussionists. Sylvanists treat her as one of the two Verogods who maintain life on Vai.

Revannah
Another daughter of Banikon, said to have created the Yuan-ti before she was banished or fled the face of Vai. She is not widely spoken of, but represents sedition and espionage when mentioned.

Orien, Sirrien, and Urien
These three are a singular, divided, or paired being depending on faith. Eldest of Banikon’s progeny, the Verogod or Verogoddess left the empire at its collapse. Where worshipped, Orien is often treated as the patron of innovation, while Urien represents exploration and Sirrien mystical knowledge. Where despised, he, she, or they are treated as the ruler of undeath.

Dara, Iilikos, Thain, and Ximena
These four are not commonly seen as immortals, but instead as unbreakable forces that govern the world (Change, Chance, Time, and Motion, respectively). Otherwise, they are grouped as major figures in Nemo’s court of angels.

Nairo
Another Danzamal in the Cosmic church, he was a great general of Banikon. He was said to be banished as a traitor to the Empire in the waning days of the empire.

Gyrum
Gyrum is honored by some idealists as the lord of reform and restructuring, casting down the outdated ways of men for newer, brighter works. Like Nairo, he is said to have been an exiled rebel.

Jaklodin
So far as can be discerned, Jaklodin was the Master Gardener of the Dragon Empire. He kept the lands for the palace and surrounding city. In Sylvanism, he is seen as the reason the world continues to live. In the Cosmic Church, he is the patron of woodwinds and woodlands. He is said to be master of the Elynd

Sarice
Sarice’s name appears on many, many drafting charts in Enclaves all over the world. She is known as a great master of architecture and choral enthusiast.

Ariese
Often referred to as The Librarian, he apparently was responsible for the publication, collection, or caretaking of the Empire’s written works. Many scholarly enclave hunters consider the rumored Great Library to be the most important remnant of Sigil left unfound.

Savulcian
Master of intrigue and courtier exemplary, Savulcian is said to still wander the world, scheming to restore the lost Empire. A grand plot spanning the many millennia, he embodies the calm waters and sudden tempests of diplomacy, politics, and conflict.

----

Leaders
Queen Hitti
Marrans – Crease

A warrior queen from an ancient kingdom. Her tomb is often referenced as incomplete in writings from the kingdom, but its location has never been found. Folktales speak of her quest attain the immortality of the Verogods and her eventual fall into madness. Queen Hitti is a lesson to many people of the dangers of unnaturally prolonged life.

Emperor Haelphon
Marrans – Turath

A modern myth. The Emperor of Turath is rumored to have escaped the destruction of his nation with the help of the Verogods and an artifact of great power. He saved his soul and mind from death, but not without cost. Now a demon, he seeks to wreak vengeance on the nation who ruined him and his land.

----

Individuals
Jäger Kavka
Black Stevens – Ethasadril

The Black Stevens believe the Hunter to be one of Banikon’s most trusted – and loathed – servants. He’s said to walk the land eternally, his soul taken by the Emperor of Death during an escape attempt from Muericho. Wearing a white robe, he hunts down Necromancers and other ill-doers at his lord’s behest.

----

Creatures
Dragons
Scaled Races – Worldwide
The Dragon Empire had many statues of reptilian beasts. Lizards, snakes, basilisks, and behir abound. The most commonly rendered, however, are huge, scaly beasts who churn the air with their powerful wings. These imposing relics and monstrous skeletons are usually all that remain of the mighty creatures, but very rarely a juvenile specimen is discovered in a state of suspended animation. These creatures have been heavily documented by the scientists who saw them alive, but few live even days past their discovery.

Based on bones found in enclaves, it is estimated that ancient dragons live several hundred years and grew to gargantuan sizes.

Rarely, a specimen may find a niche – usually in a sparsely populated area such as Krace – and live to be several decades old. Their apparent biological need for precious metals as well as their rare hides make these beasts the target of valuable ranging expeditions.

Elynd
"Elves – Haelink"

Mysterious "higher" fey who are bound to follow Jaklodin from within a great storm. The Elynd are highly mysterious and treated as respected boogeymen in the wild places pf the world.

Bronzemen
Yuan-ti – Holy Kingdom of Zantaashi

As recently as four hundred years ago and as far back as the early origins of the Houses, there are written accounts about men made of bronze who brutally murdered those whose karmic debt became too great. The mythical Bronzemen remain a common children's tale in the Holy Kingdom of Zantaashi. More information here.

Shamblemen
Elves – Ethasadril

Slow, mysterious, and deadly, the western tundra of Ethasadril is dotted with humanoid figures. These abominations are ponderous in movement until you make eye contact. Stories from there vary. Some claim they turn you to stone for moments while they approach. Others claim they steal the speed from your eyeblink. Whatever is true, reports agree that none survive the plains.

Αμφιπωλω
Archeralds – Tiban

Strange, hiveminded relics of the Dragon Empire. These creatures control several bodies from a central source, though little (if any) intellect remains in their undead skulls. A massive semi-sentient one did significant damage to the city of Isamarr when unearthed.

Mysterious immortal creatures of great power. They're tied to a massive roaming storm called the Feywild.

The Feywild Storm
The Elynd, servants of Jaklodin, live in the Feywild. This great, powerful storm is said to follow the Verogod warping the surrounding lands to the whims of the Elynd. Some say it idles deep in Haelink, or on an island lost in the middle of the sea. Spotted references through history claim that when this great storm comes through, rivers are changed, trees washed away, and entire villages laid to ruin.

Folk Lore
Snippets of lore that can be found in various fey villages. Often dubious, conflicting, or entirely apocryphal.

Origin
* The Elynd are fey, like elves or eladrin. Made by Jaklodin but are his favored creations.
* The Elynd are souls of fey who were captured by Jaklodin or died in his forests and were reincarnated by him, rather than in Muericho.
* The Elynd are just as foreign as devils and demons. Creatures that came from another realm to find easy prey on Mondevai.

Rules
* Three is a sacred number to the Elynd, and agreements, questions, or bindings made in threes are especially significant and powerful when they are involved.
* Elynd cannot cross into a Fahrstone threshold like many other magical creatures.
** A piece of white Fahrstone freely given them or a bone from a creature within the field allows them passage.
* Elynd are bound to follow the Storm, and cannot gain freedom from Jaklodin unless freely given land by its owner.
** The planetary ring around Mondevai binds them to the world, the Storm's cloud ring binds them to Jaklodin. A third ring of holly is said to bind them or drive them from a place.
*The dawn weakens the power and enchantments of the Elynd
* The Elynd refuse metallic arms and armor and go to great lengths to destroy and discourage their use.
** Weapons and symbols made of bronze are very effective against the denizens of the Feywild.

The Feywild
* Like the Elynd themselves, the Storm cannot break a Fahrstone threshold. Those within will not notice the passing.
* Towards the center, the Elynd grow more powerful and more ancient. The stormwall is a perpetual circle of immortal hunters that prey on what the storm crosses.
* The Elynd jealously guard their secrets. Those who encounter the storm are never seen again.

"You really think they were –," whispered Claire, as she was cut off by a low warble from her master's horn.

The low melody sounded melancholy in the dusky glow. The old bard finished the phrase and looked at her.

"Don't call them that. Don't let them think we know. Those creatures prefer men don't know they exist."

"But they brought back Jamie!"

"And how," he replied, "did my grandson find himself spirited away in the first place?" Remy's long, white mustaches twitched in a grimace. "Whatever competition they play between their kind, it's we mortals that get the short end of it."

Remy turned his gaze to his daughter-in-law, cleaning the cook pot, and her husband. Jamie sat on his father's knee. Octave was asking the boy what he thought would be different about the new country from their usual route in Souzemarch, but Jamie was still too shaken to give much in the way of an answer.

-----

"Are you sure it's him?"

Claire echoed his own worries. He'd never met a changeling in his travels... but how could he be sure?

"He seems himself," Remy answered, trying to project certainty.

"How could those, er, wanderers wear steel, anyway?" She said, changing the subject.

"I don't pretend to know, Claire. I grew up in the city after all. This lore doesn't reach there often."

He played a few notes, pondering. The forest began to waken around him, readying for another night of mischief.

"Maybe they were old Corey's lot. Mistress of illusions and all," Claire said.

Remy shushed her.

"What? I meant with the sneaking around and weird look they had..."

"Don't even say nicknames, here," he cautioned. "It gives them power. Maybe not so much as titles or names, but even so."

A chime sounded from with his wagon. His enchanted ward-clock.

"There. Three days, three hours, three minutes since they left. If they were mortal, they'd have checked in, or there's nothing left of them."

His son looked up, then at his wife. "Looks like the holly worked, Laur. That was good thinking."

She grinned back, weakly. "Just glad they didn't catch me. Hope they don't."

Remy stood up. "Enough time's passed. I know the way and the oxen are fresh. Let's get some distance before sunrise."

The small band loaded their wagons quickly, doused the fire, and set off into the night.
